The Committee emphasises that the Mahamana Malaviya Heritage Complex has
necessarily to function within the framework of the BHU Acts & Statutes
Section 10 & 11. Further under the provision of Section 15 (XVIII) and
section 18 (IV), (X) and (XXV) the Executive Council and the Academic Council
can delegate and permit autonomy.
The Committee also recommends that there should be two types of fund:
(i) Corpus Fund, University grant, out agencies and donations.
(ii) Maintenance grant
Since a head of account under Special Fund is to be created in the name of MMHC,
it is recommended that the seed money presently available be augmented through a
well designed collection drive locally, nationally and internationally so that
the special fund account has sufficient corpus to provide adequate interest to
permit the complex to be self-viable and support some of the programmes
undertaken on the direction of the Governing Council and the Board of
Management.
The Committee reiterates again that this fund be not re-appropriated for any
other activities than to meet the aims and objectives of the complex.
The thrust of the recommendation is that the research and academic programme
taken up by the complex should be within the scope and ambit and in consonance
with the objective as spelt out in the report. Both research and academic
programme in the complex be of a level which would serve as becon light to the
entire nation. It is emphasized that the academic programme of the complex will
not lead to any degree/diploma of the University but shall function as an
institution of research for specialized studies/special centre.
It is the pious hope of the members that the Mahamana Malaviya Heritage Complex
shall develop as a zone of serenity and peace and radiate its cosmic vision to
serve as the LIGHT HOUSE to throw celestial light to steer the present and
future generations to develop into living embodiment of enlightenment towards a
purposeful life.
The Committee is of the view that in order to implement the recommendations
contained in the report, it is necessary that the Vice-Chancellor decides ways
and means to speedily implement the spirit in which these recommendations have
been made.
